1. System Overview
The Employee Microservice is the central platform for managing the workforce records of schools and government
departments (Directorate of Higher Education — DHE) on the Samarth platform. It keeps a single, authoritative record of
every employee — teaching, non-teaching, vocational, and departmental — along with their personal, contact, address,
qualification, employment, document, and organisation-association details.
The system supports administrative day-to-day work such as onboarding new employees, transferring them between
organisations, tracking deputations, approving employee-requested profile updates, publishing dashboards, and
generating reports. It is multi-tenant: each state or organisation operates on its own isolated dataset identified by a
tenant name.

Individual users can also carry explicit permission codes granted at the account level, which unlock capabilities beyond the role default (for example, listing employees, exporting, or updating other employees' records).
