Organogram Provisioning

Purpose  - Give the DHE a way to describe the department hierarchy of the DHE and get back real user IDs for each node. 

Who Can Use It

DHE Admin. 

Key Capabilities 

• Provision Organogram Users: submit a tree of nodes; for any node without a user login, the system creates a login (typically an employee-scoped user) and returns the enriched tree. 
• Organogram history is stored automatically as a version trail for later audit.

Rules & Restrictions 

If a conflict is detected during provisioning (existing login mismatch), the operation returns a conflict response and no partial updates are committed.
